The following information and/or documents have been found to be subject to your request.
In response to paragraph number one of your request, the NRC official responsible for centralized compilation of records of radioactivity releases is Mr. Richard A. Hartfield, Chief, Licensee Operations Evaluation Branch, Division of Management and Program Analysis, U.S. Nuclear Regulatory Commission, Washington, DC 20555.
The information you sought in paragraphs two, three, and ten will be

1 The report, "NRC's Gross Underestimation of the Radioactive Release and Population Dose During the TMI II Accident," by Seo Takeshi has already been sent to you in response to F01A-80-211 on April 16, 1980.
In response to paragraph number eight, the " nugget file" refers to a group of records collected by Dr. S. H. Hanauer over a period of many years.
It consists of Licensee Event Reports and other material, a list of which is enclosed, selected by Dr. Hanauer as interesting and potentially useful in his work on reactor safety.
It does not represent a systematic review or selection of events in operating reactors. With the exception of some early notes, all of the records were publicly available long before they were furnished to the Union of Concerned Scientists (UCS) in 1976 in response to a Freedom of Information Act Request.
For further information on the nature of the " nugget file," I am enclosing a statement by Dr. Hanauer issued in March 1979.
The " nugget file" consists of approximately 1800 pages and has been available for purchase since'1976.
You may order copies of any document in the " nugget file" at a cost of eight cents ($0.08) per page by writing the NRC Public Document Room (PDR), 1717 H Street, N.W., Washington, DC 20555. Upon your agreement to pay the reproduction charges, the PDR 80 05280ll_7f
will arrange for the recoreh to be reproduced by Potomac Research, Inc.,
a private, reproduction contractor servicing the PDR.

In 1979, the Union of Concerned Scientists wrote an F0IA request (79-149 WEISS) for access to all documents in Dr. Hanauer's " nugget file" not previously provided.
Please find enclosed a copy of a computer listing of these documents.
You may also purchase a copy of these documents from the PDR.
The basic regulation dealing with radiation exposure, 20 FR 5101, were promulgated in July 1955.
The regulations have been changed on numerous occasions since that time, and the total number of pages published in the Federal Register is now about 300 pages.
A listing of the amendments is enclosed (See Enclosure B).
Copies of the Federal Register are available in most major law libraries.
If you wish copies of all the amendments, the cost will be approximately $30.00.
