Letter, Keppler to Reed, Dated 1-17-80

Dear Sir:

On April 15, 1980, we performed weekly surveillance of Unit 1 steam generator snubber reservoir levels.

During this surveillance, we discovered a loss of level indica-tion on 1D steam generator snubber reservoir, due to loss of coupling of the ultrasonic detector.

In order to recouple the detector, we must enter the 1D steam generator snubber area, where the estimated radia-tion levels are 6 rem /hr. beta-gamma, and 100 mrem /hr.

neutron at fril power.

Consistent with ALARA, it will be aduce Unit 1 reactor power'1evel signifi-necessary tt z

cantly to make this repair.

We wish to postpone the 1D steam generator snubber level transducer repair, however, we will not go beyond a second subsequent surveillance period.

This postponement is due to the following circumstances:

1)

The 1D S/G enubber reservoir' level has remained constant at approximately 7 inches, showing no sign of leakage since mid-February, 1980.

2)

Unit 2 reactor power will be reduced significantly this weekend to perform turbine stop valve testing required by the NRC.

3)

Our ability to dilute Units 1 and 2 is limited by lack of holdup tank capacity.

A large dilution volume will be required in Unit 2, because it is late in reactor core life.
