I wanted to thank you personally for your February 15, 1980 letter to Chairman Ahearne.

3 The Agreement State program has proven to be a successful 1

venture in cooperative State / Federal relations, and I am hopeful that the Commission's past firm support will continue. It is heartening to note that other State / Federal cooperative programs are developing in this pattern.

Problems have been identified from time to time in our mutual regulatory programs. Through our continued cooperative working relationship, we have overcome these, and I am confident the future can and will be just as productive.
