INTERIM ENDORSEMENT OF NEI 17-04, MODEL SLR [SUBSEQUENT OR SECOND LICENSE RENEWAL] NEW AND SIGNIFICANT ASSESSMENT APPROACH FOR SAMA, REVISION 1

Dear Mr. Earls:

The U.S. Nuclear Regulatory Commission (NRC) received your letter dated November 12, 2019, available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML19325C101, requesting endorsement of the attached Nuclear Energy Institutes (NEIs) NEI 17-04, Model SLR [subsequent or second license renewal] New and Significant Assessment Approach for SAMA, Revision 1. This guidance document is available at ADAMS Accession No. ML19318D216.

The staff has reviewed the NEI 17-04, Revision 1, document, dated August 2019, and finds it acceptable for interim use by licensees preparing SLR applications. The document provides sound, clear guidance to SLR applicants while formal NRC endorsement of NEI 17-04 is proceeding by revision to Supplement 1 to Regulatory Guide 4.2. The NRC expects that issuance of the formal revision to the regulatory guide on or before December 31, 2023, will supersede the approval for interim use granted by this letter.

No clarifications on NEI 17-04, Revision 1, are needed at this time although changes may be made as the NRC revises Supplement 1 to Regulatory Guide 4.2, Preparation of Environmental Reports for Nuclear Power Plant License Renewal Applications, including changes in response to public comments.
