Dear Mr. Partlow:

UNC recognizes the vulnerability of the Chemistry Laboratory to an individual illness and the importance of the Laboratory for NRC Regulatory compliance. To improve the Chemistry Labora-tory organization and to ensure that the Chemistry Laboratory will be able to attract and maintain qualified personnel, the organizational structure of the Chemistry Laboratory is being revised.

Previously, the Chemistry Laboratory Foreman reported to the Manager of the Chemistry and Metallurgy Laboratories.

Only the Chemistry Laboratory Foreman was qualified to respond to measure-ment control situations and to provide analyst training.

The revised organization will elevate the Chemistry Laboratory "

Foreman to a new position, that of Chief Chemist.

In addition, another position will be established in the Chemistry Laboratory for an individual capable of acting in the absence of and backing up the Chief Chemist. Both the Chief Chemist and the new position will be qualified to analyze for total uranium, to respond to measurement control situations, and to provide analyst training.

UNC is confident that these changes will assure the continued t

ability of the Division to comply with Regulatory requirements.

These changes will be implemented by the end of May, 1980.

. U. S. Nuclear Regulatory Commission The revision to the Fundamental Nuclear Material Plan, in reply to Reference No. 2, will include the following minimum qualifications of Chemistry Laboratory personnel:

Laboratory Manager shall have a college degree in a technical field and at least two (2) years experience

in the nuclear field.

Chief Chemist shall have at least two (2) years of college training and two (2) years experience in an analytical laboratory, or equivalent.

Chief Chemist backup shall have at least two (2) years experience in an analytical laboratory, or equivalent.

I Both the Chief Chemist and backup person must be qualified to perform uranium analysis, to respond to measurement control situations, and to train technicians.
