CLLA CAASSO STATC OF CO N N ECTICUT sovt**cn p

CA CCUTIVE CH AM B ERS MARTFORO December 13, 1979 Mr. Joseph M. Hendrie Nuclear Regulatory Commission Washington, D.C. 20555

Dear Mr. Hendrie:

Thank you for your response to my concerns regarding Connecticut's nuclear power facilities.

i It is good to know that the Nuclear Regulatory Commission included i

in its concerns not only facilities designed by Babcock and Wilcox, and pressurizer water reactors, but extended its review to boiling water reactors as well.

Furthermore, it is important for us that plants under construction will also be subject to review as a result of the lessons learned from Three Mile Island - Unit 2 (TMI-2).

You refer to a number of reports in your response to my inquiries.

I would request that you forward to Thomas H. Fitzpatrick, my Under Secretary for Energy, the Safety Evaluation Reports of Millstone I and II, and Connecticut Yankee.

I hope it is correct to assume that the design changes recommended to Northeast Nuclear Energy Company by the vendors are to be followed, and that the NRC will monitor and inspect these changes.

As you know, our state Office of Civil Preparedness in conjunction with other agencies is upgrading and expanding emergency response planning for all of the nuclear facilities in the state.

I would hope that for our plants, a report similar to NUREG-0560 has been forwarded to the Office of Civil Preparedness.

I would encourage the NRC to seek state input into its assessments (such as recommendations for the training and testing of nuclear reactor operations).
