The board has considered.your letter of May 2, 1980 for-warding Mr. Harley Silver s memorandum of May 2, outlining the staff's proposed " event tree" description of possible accident sequences in response to the board's order of March 31, 1980.

You have invited us to comment on whether this approach to our " Class 9" inquiry is appropriate and complete.

The board believes that the approach outlined by Mr.
