RE: Changes to Operating License No. NPF-2 Technical Specifications Alabama Power Company proposes the attached change to Joseph M. Farley

- Nuclear Plant Operating License No. NPF-2' involving the Appendix B Non-Radiolo2ical Environmental Technical Specifications. This change also applies to Farley Unit-2.

Alabama Power Company previously proposed changes to the Appendix A Technical Specifications where the Radiological portion was proposed to be included in Appendix A Technical Specifications. The enclosed change repre-sents the remaining Non-Radiological portion of the Appendix B Technical Specifications.

It is Alabama Power Company's position that the Appendix B Non-Radio-logical Technical Specifications can be totally deleted since the EPA controls this subject area.

If, however, NRC does not choose to delete this section the attached Appendix B can be used for both Farley Units 1 and 2 Technical Specifications.

The Plant Operations Review Committee and the Nuclear Operations Review Board have reviewed the attached proposed change and have determined that the change does not involve an unreviewed safety question as shown in the attached safety evaluation.

The class of this proposed amendment is designated according to 10CFR170 requirements. This change is deemed not to involve a significant hazard consideration, which is considered as a Class III change according to 10CFR Part 170. A check for $4,000 is enclosed to cover.the fees required. It is requested, however, if the NRC totally deletes the Appendix B Technical Specification, that the fee be refunded.

, t' Farley Nuclear Plant Safety Evaluation

'The revision to the Farley Nuclear Plant Unit One Environmental Techr.ical Specifications was written so that units one and two would be identical . To accomplish this, certain studies and environmental programs which have been completed were eliminated. Other programs were eliminated beca'.se they were duplicate programs already required by the Clean Ifater Act. Activities which are governed by other (non-NP.C) regulations have been eliminated. These revised ETS should give equal protection to the envircrment, yet at the same time eliminate duplication of programs. Since neithe plant operations nor equipment will be altered in any way, safety of the plant will not be affected.
