Houston Lighting and Power Company, Houston, Texas (South Texas Project Units 1 and 2)
Docket Nos. 50-498 and 50-499 (License Nos. CPPR-128 and CPPR-129)
Subiect:
PROPOSED IMPOSITION OF CIVIL PENALTIES - $100,000 and ORDER TO SHOW CAUSE (EFFECTIVE IMMEDIATLLY)
This is to inform the Commission that a Notice of Violation, a Notice of Proposed Imposition of Civil Penalties in the amount of One Hundred Thousand Dollars and an Imn.e'diately Effective Order To Show Cause will be issued on or about April 29, 1980, te Houston Lighting and Power Company.
This action is based on items of noncompliance with the Commission's regulations and/or license conditions relating to the licensee's and Brown & Root failures to control all activities affecting the safety related functions to assure that such activities were conducted in accordance with the Criteria of 10 CFR Part 50, Appendix B.
There were also substantiated allegations involving production pressure, lack of support by Quality Control mar.agement, harassment, intimidation and threats directed toward Quality Control inspectors which indicated impairment of the quality assurance program at the South Texas Project.
A news release has bee' prepared and will be issued about the tirne the licensee receives the Notices and the Order.
The State of Texas will be informed.
It should be noted that the licensee has not been specifically informed of the enforcement action.

. April 29, 1980 NRC News Release May 1, 1980 The licensee has 25 days from the date of the Notices in which to respond.
Following NRC staff evaluation of the response, the civil penalties may be remitted, mitigated or imposed by Order.
The licensee also has 25 days from the date of the Order to request a hearing in the matter and provide an answer in response to the Order.
