SUtt4ARY OF APRIL 15, 1980 MEETING WITH MET ED AND THE NRC STAFF ON FIRE PROTECTION On April 15, 1980, the NRC staff met with representatives of Met Ed and their consultants to discuss open items on the fire protection program for TMI-1.

Fifteen open items appearing in the fire protection safety evaluation report of license Amendment No. 44 dated September 14, 1978 were covered during the meeting.

Specifically, these open items are identified in the NRC staff coment letter to the licensee dated February 7, 1980.

The licensee responded to our comments by letter dated March 19, 1980 forming a basis for the meeting.

The purpose of this meeting was to resolve issues raised as a result of our review of the licensee's response to our comments. A list of attendees is enclosed (Enclosure 1).

As a result of our discussions with the representatives of Met Ed we have con-cluded that the information furnished on eight of the 15 open items is adequate to complete our review and no further input is required from the licensee. These items are as follows:

3.1.1 Fire Detectors (4.2) 3.1.13 Reactor Coolant Pump (5.1) 3.2.3 Effects of Water Spray (4.3.16) 3.2.14 Fire Door Supervision (4.9.1) 3.1.11 Fire Barriers at Reactor Bldg. Emergency Cooling Valves (5.5) 3.2.1 Protection of Emergency Feedwater Pumps (5.5) 3.2.13 Protection of Relay Room (5.1) 3.2.6/3.1.8 Unlabled Fire Doors (4.9.1)

The licensee agreed to furnish additional information on three items in order that we may complete our review. These items are as follows:

3.1.9 Fire Barrier Penetration (4.9.3, 4.9.4)

The licensee is to furnish documentation justifying that the TMI-1 penetration seals will not fail under the differential pressures that may exist in a fire.

TMI-l The justification for the penetration seals may be based on the seal tests run by Duke Power Company for the McGuire Nuclear Power Station by showing that the THI-l and McGuire seals are equivalent. The staff agreed to provide the licensee with a copy of the McGuire test report.

3.2.4 Adequacy of the Detector System Design The licensee is to furnish the system design criteria, the design para-meters considered and how the value of these parameters affect the selection of the type and spacing of the detectors.

3.2.12 Emergency Lighting The licensee is to submit for staff review, the criteria for selecting emergency lighting areas, assumptions made in the design and detail reasons for selecting the installed lighting systems.

Four items listed below were not resolved:

3.2.9 Transient Combustibles (4.10) 3.2.2 Cable Separation (4.10) 3.2.15 Engineered Safety Cabinets (5.16) 3.1. 4 Automatic Sprinkler (4.3.15)

Options available to the licensee in resolving these items are as follows:

The licensee may elect, cn these open items to accept our positions transmitted by our letter dated February 7,1980, 2.

The licensee may also elect to defer his decision until the proposed fire protec-tion rule (10 CFR 50 Appendix R) becomes effective and then provide the adequate separation between safety related and fire suppression that is required by that rule.

During the discussions of the effects of water spray (Item 3.2.3) the staff expressed concern about the adequacy of the separation between safety related Motor Control Centers MCClA and IB (Fig. E-023-003) and between engineered safeguards actuation and relay cabinets (Fig. E-023-016).

We will resolve these concerns during the resolution of Items 3.2.9, 3.2.2, 3.2.15 and 3.1.4.

The NRC's criterion for Alternate Shutdown Capability was transmitted to the licensee by letter dated September 11, 1979. The licensee is to submit the informatinn required by this letter as part of the response to Item b below. The NRC criterion applies to the alternate shutdown capability being provided under Item 3.1.21 as well as that provided for other areas.

l The licensee expects to complete all open items by November 1,1980 except for the alternate shutdown capability (Item 3.1.21) which the licensee comitted to a comple-t tion date of May 30, 1981.

TMI-l In regard to schedule the licensee committed to submit the following within two weeks from date of the meeting.

Additional information (note above) on Items 3.1.9, 3.2.4 and 3.1.12 b.

The Design Criteria on the Alternate Shutdown Capability (Item 3.1.21)

A chailge request to include justification for a revised Table 3.1.1 of Amendment c.

No. 44 The licensee plans to submit their positions on Items 3.2.9, 3.2.2, 3.2.15 and 3.1.4 after the issuance of the 10 CFR 50 Appendix R.

This rule is expected to be effective in about 60 days from the date of this meeting.
