g The New England Coalition on Nuclear Pollution (NECNP or the Coalition) will participate in the briefing before the Nuclear Regulatory Commission concerning the petition for review of ALAB-422 and ALAB-561 which the Coalition i
filed on August 10, 1977, and supplemented on September 26, 1979.
NECNP will outline its position on the issues and respond to the Commission's questions.
It is simply not possible for us to indicate the scope of NECNP's presenta -
tion more precisely because of the lack of specificity of your statement of the issues. As set forth in your letter the questions are the general matters which have previously been briefed and argued to the Appeal Board.
They are discussed in Appeal Board Member Farrar's dissent of August 3 and September 6, 1979, and the supplemental opinions of the Board majority of September 6, 1979.
As I expect you are aware, I have had discussions with several members of your staff in an unsuccesful attempt to identify the issues or portions of the record in which the Commissioners are particularly interested. With a record of this length and vintage, such specification is needed so that we can be prepared to use the time alloted in a manner that will be useful to the Commission.
If, prior to the briefing, you are able to provide any guidance on these subjects, it would be greatly appreciated.
I must say that the briefing comes at an awkward time.
