Dear Member of the Board:

This letter is to advise you that the Staff has issued A=end=ent No. 54 to Facility Operating License No. DRP-50 for the Three Mile Island Nuclear Station, Unit No. 1 (TMI-1). The amend =ent revises the Technical Specifi-cations for the facility to require adherence, with certain exceptions, to an inservice inspection progra= in accordance with a more recent version of Section XI of the ASME Boiler and Pressure Vessel Code and Addenda as re-quired by 10 CFR 850 55a(g). Relief frem certain inservice inspection require =ents is granted as is discussed in the Staff's supporting Safety Evaluation. Copies of the amend ent and the Safety Evaluatien are enclosed for your infer =ation.

Certain portions of the inservice inspection program, such as the hydrostatic test require =ent for the vaste gas disposal system and the hydrogen purge system, are arguably related to the issues that may be considered by the Board in this proceeding. However, the inspection of some systems is i=portant during the current shutdown status, and this amendment vill result in improved inspection of syste=s important to safety. Accordingly, the Staff has concluded that the issuance of this amend =ent is appropriate at this time. The Staff recognizes that the new inservice inspection require-ments contained in this amendment vill be subject to =cdificatien by the Board through its decisions in this proceeding.
