Dear Ms. Alvarado:

This is in reply to your letter of March 12, 1980, to the Nuclear Regulatory Commission regarding the safety of nuclear plants.

After the accident at Three Mile Island, the fluclear Regulatory Commission decided not to license new nuclear power plants until criteria for improved safety had been developed.

The TMI accident resulted in a need for changes in the approach to safety.

The Ituclear Regulatory Commission has found that actions recommended by its own staff and by the President's Commission on the Accident at Three Mile Island in the areas of human factors, operational safety, emergency planning, 1

nuclear power plant design and siting, health effects, and public information are necessary and feasible.

Interim measures have been taken, and under review is an Action Plan that will include new or improved safety objectives, detaild criteria for their implementation, and various implementation dead-l hes.

Meanwhil'e, in order to avoid unnecessary delays, the Commissioners have approved the issuance of flRC licenses for three nuclear power units to load fuel and, under specified conditions, to operate at low power levels for testing.

Every effort is being made to ensure the public health and safety at all nuclear power plants that are currently in operation or that may start operating in the future.

Any plants that are found to be unsafe will not be allowed to operate.

Dear Sir:

I favor the closing down of any or all Nuclear Energy Plants which are unsafe or hazardous to the population around them.

The frightening example of Three Mile Island is still fresh in my mind as I read about the failures at Chrystal River, Florida and Browns Ferry, Alabama.

Nuclear energy plants are only as safe as man makes them.

Careless and profit making businessmen were not concern with this as the plants were being built nor did they make plans for the land which the plants destroy.

I am concermed about our energy shortage, but I am more concern about the safety of the people.

Please close down the unsafe plants.
