Dear Mr. Fiorelli:
INSPECTION REPORT NO. 50-483/80-05 This is in response to your letter of March 24, 1980 reporting results of an inspection at Union Electric Company's Callaway Plant Site on February 1-29, 1980 and as detailed in in-spection report number 50-483/80-05.
None of the material in the inspection report or in this response are considered proprietary by Union Electric Company.
The following is in response to the item listed in Appendix A,
Notice of Violation, of the inspection report.
Infraction (483/80-05-02) 10 CFR 50, Appendix B, Criterion III and SNUPPS-C PSAR Paragraph 17.1.3 requires that applicable regulatory requirements and the design basis... are correctly translated into specifications, drawings, procedures, and instructions.
SNUPPS PSAR Chapter 3 Design of Structures, Components, Equipment and Systems Table 3.2.1 Sheet 2 refers to IEEE 308 as a principle construction code.
IEEE 308 paragraph 5.2 states that, "the class IE power systems shall be capable of performing their function when subjected to the effects of any design basis event."
Contrary to the above, Class IE electrical cable trays were attached to and located directly under the plant North Auxiliary Building stair well.
The stair well has not been designed nor con-structed to meet Criterion III requirements.

'Mr. Gaston Fiorelli April 25, 1980 CORRECTIVE ACTION TAKEN AND THE RESULTS ACHIEVED:
In regard to the Class IE cable trays attached to structural steel supporting the stairs, Bechtel Power Corporation has reviewed the Class IE tray support system in the plant north Auxiliary Building stairwell and has eliminated the tray support above elevation 2026' and relocated the tray support above elevation 2000' to support the tray from the concrete building wall.
These design changes are respectively shown on Drawing Change Notices E-OR1441-10-1 and E-OR1341-11-1.
Daniel International Corporation (DIC) expects to complete the modifications resulting from these design changes by June 1, 1980.
In regard to the Class IE cable trays located directly under the plant north Auxiliary Building stairs, Drawing Change Notice C-OS1020-3-1 has been issued to identify the stairs and landings as II/I items.
Design and procurement, with the exception of onsite inspections, of the stairs and landings were in accordance with Table 17C.0-1 of the SNUPPS Quality Assurance Manual for Design and Construction.
Fabrication and installation activities associated j
with the stairs and landings are being reviewed to develop a program of backfit actions to assure i
these activities meet the requirements of Section 17C.1 of the Callaway Site Addendum of the SNUPPS Quality Assurance Manual for Design and Construction.
These backfit actions will include a review of quality verification documentation and the per-formance of additional inspections.
DIC will establish this backfit program and expects to com-plete the actions required by June 1, 1980.
CORRECTIVE ACTION TO BE TAKEN TO AVOID FURTHER NONCOMPLIANCE:
Bechtel Power Corporation has verified that there are no other instances in which safety-related systems are attached to stair supports.
The Bechtel Hazards Protection Task Force includes stairs and landings in the II/I evaluation applied to safety-related pipe and Class IE raceway.

kr. Gaston Fiorelli April 25, 1980 II/I applications are identified, the applicable controls of the SNUPPS Quality Assurance Manual for Design and Construction will be applied.
DATE WHEN FULL COMPLIANCE WILL BE ACHIEVED:
It is expected that the present scope of the Hazards Protection Task Force II/I evaluation will be completed by May 15, 1980.
The II/I evaluation for design changes will be completed as the design is finalized.
The backfit program to be applied to the plant north Auxiliary Building stairwell is expected to be completed by June 1, 1980.
