PERSONNEL MONITORING I.

Background

Leo B. Higginbotham, Assistant Director, Division of Fuel Facility and Paterials Safety Inspection Inspection and Enforcement, by memorandum dated March 3,1980, to R. G. Page, Acting Chief, Uranium Fuel Licensing Branch, Division of Fuel Cycle and Material Safety, requested a legal inter-pretation of the CE (Windsor, Connecticut) license conditions related to personnel monitoring upon leaving an unclad fuel handling area.

II.

Discussion A review of the CE license related to personnel monitoring leads to the conclusion that the wording is ambiguous and, ther6 fore, is unenforceable as a condition. Accordingly, it is recommended a license condition be added as follows:

Condition 27. Transients entering the unclad Fuel Handling Areas for a short period of time shall don protective clothing (a labora-tory coat and shoe covers are minimum requirements).

Upon exiting, transients shall remove pmtective clothing and monitor their hands, shoes and any exposed personal clothing with the alpha personnel monitor located at the change line. Employee's who work routinely in unclad fuel handling areas shall also monitor themselves for contamination upon exiting these areas.

I.f during monitoring, con-tamination is found that exceeds preselected limits, the cognizant safety group shall be notified for action.

III.

General The personnel monitoring requirements were discussed with J. Roth, P. E. Clemons,, Region I (IE) principal and radiation safety inspector, respectively, of the CE facility, on T.pril 16, 1980. They foresaw no problem with the recommended license conditions.
