REPORTED POSSIBLE. UNAUTHORIZED ENTRY TO OWNER CONTROLLED AREA About 4:25 PM, April 23, 1980, a contractor security watchman observed a vehicle crossing the North access bridge to Three Mile Island.
The vehicle had not stopped for the guard to record the drivers Met-Ed identification badge. The unautorized entry was reperted to roving vehicle patrol guards who declared a Phasc' I security alert since they were not able to positively identify the individual. Onsite and offsite notifications were made promptly and Unit 1 i
owner controlled arca access was sealed off.
State police arrived at the North Cate by 5:00 PM to essist with the alert response. An extensive search of the serured area was conducted to identify the vehicle and driver with negative results.
About 8:30 PM, a licensee employee was identified who appears to have j
made the repurted entry.
The indivioual had escorted a departing visitor through 1
Lhe North Gate, and drove to the adjacent parking area thinking that the guard was aware that the individual was returnir; imediately to the island. The employee returned through the North Gate # t.in about 2 minutes of leaving. The guard meanwhile apparently became distracted with processing of departing vehicles and forgot the returning employce.
This vehicle, proceeding acruss the North access bridge, caused the. initiation of :ne Phase 1 alert.
When this information was gained and confimed, the licensec secured Alert Conditions at 10:05 PM, although their investigation of all vehicles onsite continued.
The Region 1 Duty Officer was no'tified of the problem about 4:55 PM.
When the individua1 could not he promptly identified, the event was reported to the Director of Nuclear Reactor Regulation end Director of Inspection and Enforce-ment. A Region I physical security inspector was dispatched from his home at 1
6:35 PM and arrived at the site about 8:30 PM. The inspector is conducting a review of the safeguards systems operation during the time of the occurrence, the adequacy of the licensco's reponse to and investigation of the Phase 1 alert, and the events which led to the unauthorized entry.
Preliminary findings nf this review indicate that at no time during the event was there a real or potential threat to the protected area.
Media interest is expected. The Commonwealth of Pennsylvania was infomed. A press release is not planned by the licensee or the NRC.
Region I will respond to inquiries as they are rcccived.
The Middletown office responded to a citizen inquiry on April 23.
