Dear Mr. Fiorelli:

INSPECTION REPORT NO. 50-483/80-03 l l

This is in response to your letter of March 20, 1980 reporting results of an inspection at Union Electric Company's Callaway Plant Site on January 14-31, 1980 and as detailed in in-spection report number 50-483/80-03.

None of the material in the inspection report or in this response are considered proprietary by Union Electric Company.

The following is in response to the item listed in Appendix A, Notice of Violation, of the inspection report.

Infraction (483/80-03-01) 10 CFR 50, Appendix B, -Criterion V, requires, l in part, that activities affecting quality i shall be accomplished in accordance with instructions and procedures.

Paragraph 17.1.5 of the SNUPPS PSAR requires that these activities shall be accomplished in accordance with the applicable instructions and procedures.

Paragraph 3.16 of Work Procedure number WP-503, Control of Welding Consumables, Revision 9 dated December 12, 1979, states in part that,

" Loose electrodes and filler wire shall not be left lying around but shall be contained in a portable container or a weld pouch."

Contrary to the above, on January 14, 1980 more than a dozen stubs or bent welding rods were found near the secondary shield wall near the plant north center line.

. many bent and straight rods on and near the foundation of accumulator tank "A".

CORRECTIVE ACTION TAKEN AND THE RESULTS ACHIEVED:

Upon notification of the NRC Inspector's finding, loose rod stubs and welding rods in all areas were policed and any stub ends were deposited in stub barrels to assure that the work areas were in an acceptable condition.

CORRECTIVE ACTION TO BE TAKEN TO AVOID FURTHER NONCOMPLIANCE:

On February 6, 1980, a meeting was held with all Welding Superintendents to emphasize the responsi-bility of each Welding Superintendent to maintain weld rod control in his own area. In addition, the Welding Superintendents were instructed to continue the currant weld rod control monitoring program and to coo.-dinate their efforts in imple-menting this progran with applicable Area Engineers.

A recent revision of WP-503 brought about the redevelopment of ,the training sessions. In March of 1980 the p::ocess of re-training all welders to the new requirements of WP-503 was begun. During these training sessions the welders will be reinstructed in weld rod control require-ments. Approximately 225 welders have completed the revised training session which provides a i complete review of WP-503. All welders on the job '

site will be trained to the new requirements of WP-503 by May 15, 1980. All new hires will receive the training session as part of their orientation.

Corrective action efforts are ongoing, involving each Welding Superintendent closely monitoring his own area: Welding Quality Control Inspectors monitoring by the direction of QCP-503 (Monitoring the Control of Welding Consumables), and the Welding Superintendents continuously stressing the importance of weld rod control.
