Dear Mr. Ahearne:

The NRC held a meeting at Peach Bottom Nuclear Power Plant last Thursday to discuss evacuation plans for the adjacent area. I learned of this meeting from a constituent of mine who learned of it via a Pennsylvania contact of hers. I cannot object more strenuously to the method by which this meeting was arranged.

As a member of the State Legislature representing Harford County and as Chairman of the Joint Energy Committee, I have communicated many times with the NRC regarding the vital importance of maintaining open lines of communication with our citizens in the aftermath of Three Mile Island.

Despite the fact that I sponsored recently enacted legislation requiring County evacuation plans, and despite the NRC's knowing of my deep involvement with the present nuclear situation, I was not notified of this meeting only three (3) miles from Harford County's ^

border. Additionally, no other local officials were notified, nor ~

were press releases of the meeting received by any local media -

either radio or newspaper.

This failure of communication has once again. served to heighten the concerns of our citizens and officials regarding nuclear power. y Your organization has once again undermined what little confidence i our citizens have in your regulatory ability. I I

..e Mr.'Jchn F. Ahonrno April 30, 1980 Fe.ge Two The proposed evacuation requirements are of very serious concern to the citizens of Harford and Cecil Counties. Due to the lack of notification and the inability of many people to participate in this process, I would request that an additional meeting be held, with due public notice.

Your assistance in aiding our citizens in this matter is sincerely appreciated. Such a meeting would serve to reassure people of the valid concern the NRC has for their interest.

Thank you very much for your co-operation.

Sincerely, q.?- -
