Reid, Chief Operating Re 9 tors Branch No. 4 Division of % ' rating Reactors U.S. Nuclear Regulatory Commission Washington, D.C. 20555

Dear Mr. Reid:

This letter transmits five (5) copies of Supplement No. I to the " Davis-Besse Nuclear Power Station Unit No. 1 Seismic Reevaluation" of July 9, 1979 (Serial No. 525).

In this supplement Toledo Edison has completed the Qualification Summary of Equipment for all the equipment listed in Attachment I to your staff's January 30, 1979 letter (Log No. 371) with the exception of the emergency diesel generators. This information, which is yet to be received from the equipment vendor, is scheduled to be submitted by June 12, 1980.

Additionally, this supplement also readdresses factors of safety (" margin factors") based on discussions with Messrs. Bosnak, Garner and other members of the Staff.

We believe that this seismic reevaluation demonstrates that the Davis-Besse Nuclear Power Station Unit No. I has sufficient design conservatism and margin to ensure safe shutdown and continued shutdown heat removal in the event of a Safe Shutdown Earthquake having a ground acceleration of 0.20g.

After your review of this supplement .a our reanalysis and evaluation, we are available at any time to sit down with you and the staff to discuss our conclusions.

Yours very truly, RPC:CLM bj a/', THIS DOCUMENT CONTAINS POOR QUAUTY PAGES THE TOLEDO EDISON COMPANY EDISON PLAZA 300 MADISON AVENUE TOLEDO. OHIO 43S52
