STATUS OF RECOMMENDATIONS: AUDIT OF DNFSBS IMPLEMENTATION OF ITS GOVERNING LEGISLATION (DNFSB-18-A-05)

REFERENCE:

GENERAL MANAGER, DEFENSE NUCLEAR FACILITIES SAFETY BOARD, CORRESPONDENCE DATED NOVEMBER 12, 2019 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendation 2 as discussed in the Defense Nuclear Facilities Safety Boards (DNFSB) response dated November 12, 2019. Based on this response, recommendation 2 remains open and resolved. Recommendation 1 was previously closed. Please provide an updated status of recommendation 2 by June 30, 2020.

Audit Report AUDIT OF DNFSBS IMPLEMENTATION OF ITS GOVERNING LEGISLATION DNFSB-18-A-05 Status of Recommendations 2

Recommendation 2:

Develop and implement a plan of action to address the issues of (1) low employee morale and (2) Board collegiality as documented in the FEVS Surveys, LMI report, and Towers Watson Report.

Agency Response Dated November 12, 2019:

Since NAPAs 2018 Organizational Assessment of DNFSB, the Board has worked diligently to develop a path forward to address employee engagement and Board collegiality issues found in NAPAs assessment and previous assessments of Board operations. As a result, the Board has contracted with NAPA to help DNFSB establish a five-year strategic plan for DNFSB, and develop recommendations on employee engagement that focus on improving internal communications and change management. In addition, the Board been working with the Federal Mediation and Conciliation Service on communications amongst Board Members and the SES corps.

We anticipate that the final five-year strategic plan will be completed by December 2019. In the interim, the Board has socialized the strategic planning process with stakeholders, including the Assistant IG for Audits and Congress. NAPAs recommendations on employee engagement and improving internal communication and change management is expected by December 2019, with implementation by 4th Quarter FY 2020.

Implementation of this recommendation is still in progress.

OIG Analysis:

The proposed action meets the intent of the recommendation.

This recommendation will be closed when OIG confirms the implementation of the five-year strategic plan and verifies it addresses the issues of low morale and Board collegiality.

Open: Resolved.
