Operating License No. DPR-73 Docket No. 50-320 EPICOR-II Resin Solidification Testing Program In your letter of April 25, 1900 (NRC/TMI-80-073) you requested that Brookhaven National Laboratory (BNL) and NRC personnel be authorized to witness qualifica-tion testing by the Hittman Nuclear Development Corporation (HNDC) of solidifi-cation of EPICOR-II waste. We welcome your participation in this project, and we have confirmed with HNDC that NRC and BNL representatives will be permitted to observe the testing. We do, however, recommend that NRC and BNL participa-tion be effected as follows:

1)

If possib'1, only one (1) representative each from NRC and BNL should be present for any given test.

This is due to very limited space facilities at HNDC which precludes assembly of a large group.

2) The initial screening test sc.heduled for next week would seem to be of much less interest to NRC and BNL personnel than the primary test program and the full scale testing. We will keep you informed as to the progress and results of the screening tests and the schedule for primary and full scale testing.
3) As you know, these tests are being conducted by HNDC, under con-tract to and at the direction of CPU.

It is important that this relationship be maintained, and we must insist that the role of the NRC and BNL personnel in attendance be limited to that of observers.
