20555 Gentlemen:

Millstone Nuclear Power Station, Unit No. 1 Proposed Technical Specification Change Pursuant to 10CFR90, Northeast Nuclear Energy Company (NNECO) hereby proposes to amend its operating license, DPR-21, by incorporating the attached change into the Millstone Unit No. 1 Technical Specifications.

The proposed change would revise Page 3/4 7-6, replacing the 24-hour test duration with an 8-hour requirement for the Integrated Primary Containment Leak Test (IPCLT).

Also, the change would require a verification test using a superimposed leak in accordance with Appendix C to ANSI N 45.4-1972.

The shorter test duration will provide a significant reduction in critical path outage time and would still retain the compliance with 10CFR50, Appendix J, ANS1 N45.4-1972 and NUREG-0123.

Furthermore, it does not constitute an unreviewed safety question because it does not increase the probability of occurrence of an accident, does not create a new accident, and does not reduce the margin to safety defined in the Bases of the Technical Specifications.

Concerning the above-stated changes, NNECO has reviewed them with respect to 10CFR170 and has concluded that they involve a Class III amendment, requiring a $4,000 (four thousand dollar) amendment fee.
