l April 15,1980 PRELIMINARI NOTIFICATICN OF SAFEGUARDS EVENT - PNS-IV-80-07 This preliminary notification constitutes EARLY notice of events of POSSIBG national security or public interest significance.' The informatica presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY: River Band Station, Units 1 & 2 Gulf States Utilities (GSU)

' 3CMB TEREAT At approximately 6:35 a.m. on April 15, 1980, the Stona and webster security guard received a telephone call from a male e-Wg in a hurried manner, "Ihat place is going up, blowing sky high, Baby." When asked, "When?", he replied, " Wait and sea."

He then hung up.

There was no, background noise.

A search of the sita was made with no results and workars were allowed to estar the construction area.

The licensee notified the local law anforcement, state police officials and the FBI.

RIV notified the ATF, Baton Rouge, Louisiana, and the office of Commissioner Kennedy by telephone on April 5, 1980.

i No press releasa was made or planned by the. licenses or NRC. The GSU repre-sentative told RIV that a ten thouse: d dollar reward is going to be posted for infor=ation leading to the arrest and conviction of persons who engage in bomb threat phone calls and other similar activity.

The site construction progress is approximately 12%. There is no SNM on site.

Region IV, Arlington, Texas, received notifi-cation of this occurrence by talaphone from the GSU gonstruction Manager at approximately 8:20 a.m. on April 15, 1980.
