Dear Mr. Fiorelli:

INSPECTION REPORT NO. 50-483/80-02 This is in response to your letter of April 1, 1980 requesting additional information with regard to how the QC depart-ment plans to monitor the activities of Paragraph 3.14 of WP-503 and enforce the four hour limitation for welding electrodes being removed from heated containers. (483/80-02-01)

Construction Procedure QCP-503 is being revised to in-corporate additional monitoring requirements. The anticipated effective date of Revision 4 to QCP-503 is April 25, 1980.

The changes incorporated ie'9 this procedure are as follows:

Paragraph 3.5 A maximum of twelve (12) electrodes conform-ing to SPA 5.1, 5.4 or 5.5 may be removed from heated containers and carried in a rod pouch for a period not to exceed four (4) hours. At the end of the first half of the shift (lunch) or at the end of the shift all remaining electrodes in the rod pouch must be destroyed by bending and placed in a scrap rod container.

Paragraph 4.2.2 Monitor, on a random basis, the control of welding consumables as described in Paragraph 3.5 for electrodes removed from heated con-l tainers and carried in a rod pouch. Monitor-l ing shall commence at least fifteen (15) minutes prior to lunch and quitting time, l

Mr. Gnston Fiorelli April 17, 1980 continuing on to at least fifteen (15) minutes after resumption of work. The frequency of monitoring shall be no less than one every two (2) weeks and documented on Exhibit A.

The monitoring function of Paragraph 4.2.2 will be per-formed by Welding Quality Control personnel by observation of the welders rod pouches to assure that all rods are removed and destroyed by bending prior to lunch and the end of shift and that after lunch and at the beginning of overtime (if applicable) that the rods in the welders rod pouches are heated. The results of the monitoring will be documented. Should any deviations from prescribed control conditions occur, these will be brought to the attention of the responsible departmental supervisory and management levels for resolution and corrective action consideration to prevent recurrence. The frequency and sample distribution of the monitoring will be consistent with the degree of welding activity on safety related items and the results obtained as the monitoring progresses.

It is intended that compliance will be achieved upon the implementation of Revision 4 to QCP-503 which will become effective on April 25, 1980. Please note that a revision will be necessary to the "Date when Full Compliance will be Achieved" as submitted to the NRC on ULNRC-341.
