Dear Joe:

Enclosed is the letter and proposal for legislation to amend the Atomic Energy Act that we talked about at Evanston last Saturday.

You will note our letter to the Senator includes a disclaimer along the lines that we think we already.have the authority to do what this new language would make explicit.

That is a standard convention to protect us against people claiming that by asking for this new authority we are admitting that we do not have it now. As a practical matter, we are very much limited by the way the Act is written at present and the language proposed in the enclosure would be an enormous help in allowing us to take into account some of the energy resource and cost benefits of nuclear power in our regulatory decisions.
