Dear Mr. Keppler:
l Reference (a) contained the results of an inspection conducted by Mr. Joel E. Kohler of your office on January 3 through February 6, 1980 of activities at Zion Station.
That inspecton identified an item which appeared to be in noncompliance with NRC requirements.
Commonwealth Edison Company's response to the item of noncompliance is contained in Attachment A to this letter.
Please address any additional questions that you might have concerning this matter to this office.

Contrary to the above, on January 8, 1980, Zion Administrative Procedure 10-52-3 was not followed for Unit 1 for the shift turnover between shift number 1 and shift number 2.
Corrective Action Taken and The Results Achieved:
A meeting was held with Management and the Nuclear Station Operators, Shift Engineers, and Shift Foreman, to discuss adherence to Station Procedures.
Specifically, shift turnover procedures, and Control Room Logs were emphasized.
To date, there has been an increased acceptance and positive use of the Shift Turnover Log.
Control Room Logs have also improved.
Shift-to-shift intercommunication is more pronounced and the l
Shift Engineers have been told to stress follow-up in these areas on a continuing basis, i
Corrective Action to be Taken to Avoid Further Noncompliance:
Procedure usage is reviewed by the Operating Engineer on a continuing basis and Shift Management is made aware of any j
shortcomings and told to reemphasize to their shifts the importance of maintaining good logs and of the need for adherence to Station Procedures.
Date of Full Compliance:
Full compliance was achieved on January 15, 1980.
