I Nebraska Public Power District Proposed Change To Environmental Technical Specific'ations for Cooper Nuclear Station NRC Docket No. 50-298, DPR-46 Proposed Change Under Section 4.4 Radiological, modtfy Table 8, Sample Stations and Sample Types (pp. 57 and 58) and Table 9, Sample Type and Sample Location (pp. 61, 62, 64, 65, 66, 67) of the Environmental Technical Specifications. These proposed changes are supplemental to the proposed changes submitted under separate cover dated July 11, 1978.
4 Justification As stated in Section 4.4, Table 8 (Sample Stations and Sample Types) and Table 9 (Sample Type and Sample Location) of the Cooper Nuclear Station Environmental Technical Specifications, samples of Feed and Forage and Milk have been provided by Station No. 43 and samples of Eggs and Feed and Forage have been provided by Station No. 66. Sample Station,No. 43 is no longer able to provide the quantity of Feed and Forage and Milk required for analysis, therefore, it has been replaced by Sample Station No. 75.
The cattle and chickens at Sample. Station No. 66 have been sold and will not be replaced, therefore, Sample Station No. 66 has been replaced by Sample Station No. 76.

The location of the Thermoluminescent Dosimeter (TLD) at Sample Station No. 1, the location and legal description of Sample Station No. 15, and the location of Sample Station No. 58 have been changed.
The Thermoluminescent Dosimeter (TLD) at Sample Station No. I has been moved to a point approximately 130 feet south of-the materials warehouse. The new loca-tion for the TLD at Sample Station No. I has been selected to avoid line of sight obstructions (and thus possible shielding) between the TLD, the Reactor Building and the Elevated Release Point (ERP).
Sample Station No. 15 (TLD and Food and Feed Crops) has been relocated due to extremely difficult access to and from the collection site. The Sample Station has been moved approximately 1,000 feet north of its original location. The new location of Sarole Station No. 15 is in the same meteorological sector as the original site and continues to be a valid location.
Sample Station No. 58 (TLD) has been moved approximately 1,000 feet north of its original location.
This was done because of extremely difficult access. Sample Station No. 58 also remains in its original meteorological sector and continues to be a valid location.
It is therefore requested that Section 4.4, Table 8 (Sample Stations and Sample Types) and Table 9 (Sample Type and Sample Location) be corrected to reflect the.
following changes: Delete Sample Station Nos. 43 and 66. Add Sample Station No. 75 which will provide Sample Types 11 (Feed and Forage) and 22 (Milk).
Also, add Sample Station No. 76 which will provide Sample Types 9 (Feed and

- Revise thellocation of the TLD at Sample Station No.
