DOCKET NOS. 50-266 AND 50-301 REPLY TO IE INSPECTION REPORT NOS. 50-266/80-04 AND 50-301/80-03 POINT BEACH NUCLEAR PLANT UNITS 1 AND 2 Mr.

R.

F. Heishman's letter of March 21, 1980 which transmitted the reference inspection reports included notice of an infraction item.

This notice stated that contrary to the Point Beach Nuclear Plant Technical Specification Items 15.3.4.A(a) and 15.3.4.C.1, the two motor-driven auxiliary feedwater pumps were not fully operable during two-unit operation between January 26 and February 2, 1980.

Pursuant to Section 2.201 of the Commission's regulations, we are providing this response to the infraction notice.

This event was discovered and reported to you in Licensee Event Report No. 80-001/01T dated February 15, 1980.

The following corrective actions on this matter have been conducted:

1.

The pressure transmitter isolation valves which were found shut and which would have prevented automatic operation of the motor-driven auxiliary feed pump discharge valves have been added to the i

auxiliary feedwater system valve checklist (CL-13E, Auxiliary Feedwater System Checklist) to ensure proper positioning.

2.

The transmitter isolation valves were modified to permit locking open of the valves.

These valves are now locked open and have been added to "PC-8, Steam and Electric Auxiliary Feedwater Pump, Valve, and Lock Checklist".

-Staff personnel have been reminded of the policy of not snubbing any safety instruments.

In-line snubbers (dampeners) have been installed for the pressure transmitters for the motor-driven auxiliary feedwater pumps.

It is believed that the described corrective actions will avoid further occurrences of this type.

These procedural and equipment modifications were fully implemented as of February 20, 1980.
