COMMISSION STATEMENT.ON THE REACTOR SAFETY STUDY The press and Congressional interest in the Commissich's policy statement on the Reactor Safety Study' lends urgency to someth.ing which we should have done long since:
that is, the preparation of a brief public statemeitt by the Commission of the basis for NRC's issuing licenses to build

and operate reactors.
I would expect it to lean heavily on the safety record to date, our assessment of the effectiveness of our design and construction review process, and the commitment to close monitoring and feedback of operating experience.
