SUBJECT:
DEVELOPMENT OF REGULATORY GUIDE FOR CLASS 2E SYSTEMS In your memorandum to me, dated May 20, 1977, you recommended that a regulatory guide be developed identifying design bases and acceptable design criteria for " Class 2E" instrumentation systems; i.e., those systems which have an important role in determining that nuclear plants are operated safely and reliably, but which are not part of the plant protection systems and are, therefore, not required to meet protection system criteria.
I agree with your recommendation.
In fact, preliminary effort (in the form of discussions between NRR and OSD personnel) towards developing such a guide have been underway for the past several months as a result of our recent ballot action on the proposed IEEE standard
" Criteria for the Design of Safety-Related Surveillance Instrumentation g
(SRSI) in Nuclear Power Generating Stations," (IEEE 466). As you V
recall, your memorandum to me, dated February 16, 1977, conveying 4
comments for the ballot recommended that a base document be developed F
for " Class 2E" systems.
