The Muclear Regulatory Cermission has recently imoosed a freeze on the granting of construction pe.mits and ocerating ifcenses for nuclear power r

clants.

This -freeze was apparently based on the NRC Ccamissioners' perception of the Kereny Commission report and probably on their perception of the mood of certain minority activist groups in the United 5:ates.
