Dear Sir:
The General Electric TMI Owners Group was assembled to enable a relatively rapid assessment of the behavior of GE plants under assumed small break LOCA scenarios immediately following TMI.
Subsequently, the Owners Group became a mechanism for communication between the NRC and licensee regarding generic solutions to items identified by the Short Term Lessons Learned and Bulletins and Orders Task Forces. Direct communications between the NRC staff and the Owners Group also facilitated the development of generic operation guidelines which enhanced the resolution of the staff's post TMI concerns about operating procedures.
These generic activities are essentially complete.
We believe that with the disbanding of the NRC Bulletins and Orders Task Force, it is appropriate that further regulatory matters should be directed to individual licensees.
Vermont Yankee desires to restore the licensee as the focal point in licensing and safety issues since our prime responsibility is, in the words of Kemeney, "... to ensure the effective management and safe operation of [our]
nuclear power plant".
Therefore, effective this date, Vermont Yankee requests that the staff conduct future regulatory activities thrtagh normal licensing channels.
