Gentlemen:

Millstone Nuclear Power Station, Unit No.1 Isolation Condenser As requested by members of your Staff, and reported in Reference (1), confirmatory studies were conducted for Northeast Nuclear Energy Company (NNECO) by General Electric Company in support of our application for Technical Specification change (References 2 and 3). The purpose of this analysis was to demonstrate that the small break analysis submittal contained in Reference (3) conservatively bounded the case where no LPCI flow is assumed to enter the reactor vessel for reflooding.

The attached Table 1 shows the results of this ECCS scenario and compares them to the limiting case which forms the basis for our requested Technical Specifications.

As Table 1 indicaces, the reference case with partial LPCI flow is more limiting than the case with no LPCI flow.

Based on the above and the detailed responses provided in Reference (2), it is our understanding that all considerations have been fully addressed.

Therefore, your approval is requested at the earliest possible data.
