R. W. Reid, Chief Operating Reactors Branch No. 4 U. S. Nuclear Regulatory Commission Washington, D.C.

Dear Sir:

Three Mile Island Nuclear Station, Unit II (TMI-2)

Operating License No. DPR-73 Docket No. 50-320 Fire Protection Modifications Pursuant to our letter GQL 1521 dated December 1979, we are submitting our proposal to meet the license requirements of TMI-II for fire door supervision as outlined in the Safety Evaluation Report, section 9.0 Auxiliary systems, subsection 9.5 Fire Protection Systems which states that "all fire doors shall be electrically supervised with approximately two minute time-delayed alarns in a constantly manned area, or locked closed.

The requirement for alarms may be waived for particular doors fitted with acceptable hold-open features designed to close due to a fire."

All fire doors protecting nuclear safety related areas are either supervised electrically at a constantly, attended location, maintained operational in a constantly occupied area, or will be subject to administrative controls to maintain them in a closed position.

Administrative procedures will be established by 8/1/80, to supervise the fire doors that are normally closed in accordance with the following:

a) Fire doors that are maintained locked closed will be inspected weekly to ensure that they are closed and locked.

b)

Fire doors that are maintained normally closed without being locked will be inspected daily to ensure that they are unobstructed and in the closed position. These doors are equipped with automatic closer mechanisms.

We believe that this position adequately addresses the supervision of fire doors installed in IMI-II fire barrier walls to ensure protection against communicating fire between, or into nuclear safety related areas.

AMOOb Sincerely, 56 N

KnM.
