Safeguards Branct Inspection Summary:

Inspection on April 2-4, 1980 (Report No.

70-1193/80-03)

Areas Inspected:

Included a review of the (a) approved security plan, associated amendments and license conditions; (b) applicaule portions of 10 CIR 73.50: (c) 10 CFR 73.60; and (d) 10 CFR 73.70 requirements.

Specifically, the inspection covered areas relating to review of the licensee's security plan; security organization; physical barriers; access controls; keys, locks and combinations; detection aids; response controls; control alarm and communication system; testing and maintenance; SNM protection; records and reports and reports of incidents.

Additionally, the inspectors reviewed the licensee's corrective actions on four previous items of noncompliance identified during the last physical security inspection conducted on January 23-26, 1979.

The items are considered ' closed.

The inspection involved 33 inspector-hours onsite by two NRC in-spectors.

The inapection began during the day shift; 2 inspection hours were accomplished during offshift periods.
