Dear Mr. MacDonald:
1 In response to your letter of. January 8, 1980 we are sub aitting information relevant to the revisions to BMI Drawing 50.
9123-6PB-0001, Rev.
B.
These revisions are noted on the enclosed BMI Drawing No. 9123-6PB-0001, Rev. C (CNSI DWG. no. 1-331-103).
On March 6, 1970, Philadelphia Electric Co. submitted an applica-l tion to the Atomic Energy Commission for a license to use the referenced package.
Several amendments to this original applica-tion followed.
i During fabrication of this package two changes were
.ade, neitner of which was documented in an amendment application to the AEC.
These changes were as follows:

Safety plugs in each trunnion as shown in Detail B j
of Dwg. No. 9123-6PB-0001, Rev. B were located in the package lids and bolt circle on the cask body as shown in Zones E-7 and E-3 of the enclosed 2ev. C to Dwg. No. 9123-6PB-0001.
We have been adviaed tha:

this was done inorder to provide easy access :: the plugs should they require repair or maintenance.

Three additional safety pluga were added to tne cuter stainless steel shell as noted in Zones E-6, D-1 and D-6 of Rev. C to Dwg. 912 3-6 PB-0 0 01. These plugs are l
standard flush pipe plugs with b" holes drilled 0 F) through and filled with a low melting alloy (265 and tested at 20 psig outside-in.
These plugs woula serve to vent the annular space between the outer stainless steel shell and the inner carben steel sh'11 l
in the event of a heat generated pressqre bu id-up.

street elbow was added so that the gauge can be read through the trunnion cover plate.
We feel that the above described as-built modifications do not affect the safety of the package and we request that you approve PMI Drawing No. 9123-6PB-0001, Rev. C and extend the C of C ravision No. 7 to the normal five year period.
Since the name plates on these casks identify them as a Model PB-1, we request that you delete the Model No. CNS 4-45 designation and return to the original PB-1 model number.
Finally, we request that BMI Drawing No. 00-000-552, Rev.
A, be deleted from the Certificate of Compliance.
This drawing describes a fuel basket container assembly for use with Fermi fuel.
There will be no requirement for the transport of Fermi fuel and this container is no longer required.
We trust that the foregoing information will clarify what had transpired prior to our purchase of one Model PB-1 Cask.
We regret the confusion that resulted and assure you that it was not our intention to obscure the f acts.
