We have reviewed the Emergency Plaa submitted with your letter dated November 16, 1978 and require that some additional infomation and docu-mentation be included as a part of the Plan.
In addition, we have discussed with Mr. %ry the desirability of resubmitting the Plan at the time of license renewal in a format consistent with Regulatory Guide 3.42 Revision 1, dated September 1979, copy enclosed.
flowever, in light of the Three Mile Island experience, it appears likely that MRC emergency preparedness requirements for fuel cycle facilities will be changed within a few months. The enclosed Federal Register notice, dated December 19, 1979, provides some guidance regarding the proposed changes.

In the meantime, the following infomation and documentation shou?d be provided:
1.
An appendix to the Plan which includes the information required by Annex A. Section 10 of the Regulatory Guide.
2.
A brief listing of both onsite and offsite emergency supplies and equipment should be provided.
The provisions for perfoming mintenance, surveillance testing and inventory of emergency equipment and supplies should be described, and c.-
