Gentlemen:
l In your letter dated September 6, 1979, you proposed a change to your i
Fundamental fiuclear Material Control Plan to allow the use of three strand sof t metal wire for your type "E" tamper-safing seal.
In our response dated January 18, 1980, we presented several reasons why the practice was not acceptable througnout your facility unless some limitations or restrictions were added limiting their use.
In as much as we have not received a response to our letter we have assumed that you have found an acceptable alternative procedure.
Accordingly, we have closed out our review of this item and now consider l
this action to be closed.
