Dear l'r. l'aydet:

This is in reply to your letter of February 23,19SO, to President Carter regarding the operation of Three Mile Island Unit 1.

The fluclear Regulatory Comission in its Order of July 2,1979, said:

"In view of the variety of issues raised by the accident at the Three Itile Island Unit lio. 2 facility, the Co;nission preeently lacks the requisite reasonable assurance that the sane licensee's Three I;ile Island Unit fio 1 facility, a nucicar power reactor of similar design, can be operated without endanger.ing the health and safety of the public. Accordingly, we direct that the Unit

!!o.1 facility, presently in a shutdown condition, shall remain shut down until further order of the Comission itself. The Comicsion has further determined that it is in the public interest that a hearing precede restart of the facility."

The Comission's Order and flotice of Hearing on August 9,1979, stated:

"In addition to the items identified for the other BSN reacters, the unique circun stances at THI recuire ti.at additional safety concerns identified by the !iPC staff be rcsolved orfor to restart.

These concerns result from (1) potential interaction betecen Unit I and the dacaged Unit 2, (2) questions about the management cap-abilities and technical resources of l'etropolitan Edison, including the irpact of the Unit 2 accident on these, (3) the potential effect of operatio1s necessary to decontaminate the Unit 2 facility on Unit 1 and (4) rccognized deficiencies in energency plans and station operating procedures."

The fiuclear Regulatory Commission must be assured that the public healti, and safety will be protected before Three l'ile Island Unit 1 can be allowed to resume operation.

Dear President Carter,

As an engineer who is deeply committed to the future welfare of our great nation, I would like to take this opportunity to share with you my views on nuclear energy in the wake of Three Mile Island.

Unlike some of my peers who have been caught up in the hysteria of the anti-nuke movement for lack of a better cause, I feel our security as a nation is best served by a viable energy policy which includes a rational domestic nuclear energy

, production capacity.

My involvement with nuclear energy over the past 6 years conMnt.es me that BWR and PWR power plants can be safely operated.

Common sense surely dic tates such a policy to extricate our nation from the whimr of the proven globally irresponsibl'c Arab Oil Cartel.

As citizens, we are tired of paying their price!!!

Specifically, I urge you to suppor_tuthe effort of General Public Utilities in restoring Unit No. 1 to full operation.

Any doubts concerning safety can be overcome through on-site scrutiny by the URC.

S Fo ones interest, except the Cartel's, will be served by further actions against GPU.

Instead, an atmosphere of mutual cooperation should be fos tered.
