Gentlemen:

Haddam Heck Plant Information for Advanced Route Approval - 10CFRT3, Section 73.3T(a)(1)

Applicant Licensee: Connecticut Yankee Atomic Power Company FTOL DPR-61 Conversations with members of the Staff on March 6,1980 indicated a need for additional information on the Reference (1) Advanced Route Approval request concerning the provisions being made for armed guard escort through embargoed areas in Connecticut.

It is our understanding that any full-time employees of a police force with accredited training would be acceptable as armed escorts.

Connecticut Yankee Atomic Power Company (CYAPCO), therefore, intends to utilize members of the Connecticut State Police Department in an off-duty capacity as armed escorts for the Haddam Heck fuel shipments through the embargoed areas of Hartford, and Waterbury, Connecticut.

Since State Police officers are graduates of the Connecticut Police Training Academy, it is our understanding that the Staff will not require further training. CYAPCO understands that either one armed, uniformed on-duty officer in a marked police car, or two off-duty armed officers in an unmarked vehicle with the required radio communication is acceptable to the Staff.

However, in order to provide a measure of additional security and increased response capability, CYAPC0 intends to augment the Staff's requirements by ploviding special training, especially in the areas of security and radiological considerationc, as well as in the other areas described in Appendix D to 10CFR, Part T3. This training will be provided to at least four police officers to ensure the availability of two off-duty officers for the Haddam Neck fuel ship-ments. CYAPC0 also intends to provide armed, uniformed off-duty police in two marked police vehicles to assure availability of at least one without delays in the unlikely event of vehicle mecharrical problems. This action will ensure expeditious transit of embargoed areas.
