Dear Mr. Helfrich:
Enclosed please find a revised application from Self-Powered Lighting (SPL) for a license to export tritium gas to the Dominican Republic for the manufacture of tritiua lite sources. This replaces SPL's license application XB001039 which was returned without action on February 29, 1980.
In the revised application, the quantity of tritium gas requested has been reduced from 800,000 curies per year to 250,000 curies per year, and the tritium will be exported in uranium traps instead of cylinders. Mr. Ratledge, ORNL, has informed us, however, that even though the material is absorbed in uranium, it is still in bulk gaseous form.
Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspec-tive of the Executive Branch, as to whether the issuance of the requested license would t,e inimical to the interests of the United States, including the common' defense and security, and whether the proposed export meets tne applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonpro-liferation Act of 1978.
