statement concerning the status of Portsmouth's Emergency Evacuation Plan:

"The Plan presently existing for the City of Portsmouth, regarding any kind of evacuation procedures during declared emergencies, is  ;

an incomplete approach to human safety, and will most probably remain so until such time

, as the State and/or Federal government provide adequate funding and technical assistance to bring it up to required standards."
