At their meeting of March 20, 1980, the Portsmouth Planning Board voted to forward to your office the following statement concerning the status of Portsmouth's Emergency Evacuation Plan:

"The Plan presently existing for the City of Portsmouth, regarding any kind of evacuation procedures during declared emergencies, is an incomplete approach to human safety, and will most probably remain so until such time as the State and/or Federal government provide adequate funding and technical assistance to bring it up to required standards."
