The licensee reported by telephone the discovery on November 17, 1977, cf pipe caps on the sensing lines far all four wide range containment The discovery was made during an entry into the pressure sensors.

The licensee has detarmined that this condition has existed at least since May 1977, at which. time local leakage testing was conducted on the sensing line penatrations.
Plant. operators removed the caps from the sensing lines insediately following their discovery.
The licensee is considering the issuance of a press release.
NRC Region V (San Francisco) received initial notification of this occurrence by telephone frem the Plant Sup2rintendent at approxi-mately 3:15 p.m. on Nove nber 17, 1977.
