50-328 In your January 28, 1980, letter to me, you requested that TVA participate in the Oak Ridge National Laboratory (ORNL) On-Line Analyzer program and document the management review process by wnich TVA concludes that Sequoyah is ready to begin testing and operation.

The responses to your requests are provided below.

TVA has been working with ORNL employees to identify the process parameters that will be monitored by the On-Line Analyzer and to resolve interfacing problems between the ORNL computer and existing plant equipment.

The installation of the ORNL On-Line Analyzer will not affect the safe operation of Sequoyah Nuclear Plant because all interfaces with the plant protection system will be through exist-ing isolation devices. A tentative date for complete system instal-lation is June 30, 1980.

TVA procedure CO-SQNP-SAP establishes guidelines for the Assistant Director of Nuclear Power (Operations) in providing guidance for the conduct of the Sequoyah startup test program and approval for entry into specific test phases.

These test phases include fuel loading, initial criticality and zero power tests, special low power tests, 30 percent power, 50 percent power, 75 percent power, 90 percent power, and 100 percent power.

Significant items that must be addressed before the assistant director's approval are provided in this procedure.

Ten copies of this procedure are enclosed for your review.
