Dear Mr. Attorney General:
Under cover letter dated April. 3,1980, Mississippi Power & Light Company (MP&L),
Middle South Energy, Inc. (MSE) and South Mississippi Electric Power Association (SMEPA) seek to have the Construction Permit Nos. CPPR-ll8 and CPPR-119 for Grand Gulf Nuclear Station, Units 1 & 2 amended to include SMEPA as co-owner of this nuclear unit. Under the proposed amendment, SMEPA will acquire a ten percent (10%) undivided ownership interest in Grand Gulf, which will be operated by MP&L on behalf of itself, MSE, and SMEPA.
Enclosed with this cover letter is information concerning South Mississippi Electric Power Association submitted pursuant to Appendix L of 10 CFR, Part 50 of the Commission's Rules of Practice. This information is being transmitted to afford you an opportunity to render such advice to the Commission as you de-termine to be appropriate in regard to the findings to be made by the Commission pursuant to Section 105(c)(5) of the Act.
