Licensee under Facility Operating License DPR-44 and DPR-56 for Peach Bottom Atomic Power l Station Unit Nos. 2 and 3 respectively, hereby_ requests that the Technical Specifications incorporated in Appendix A of the operating Licenses be amended-by revising certa.n sections as indicat.ed by a vertical bar in the margin of attached pages 64, 173, 174, 219, 220, - 225, 240f, 243, and 24 9. Page 226 is

-included-due to redistribution of material on' the revised pages.

A dincussion of -each of the requested changes is set forth below.

l The propuued change to page 64 corrects a typographical-error regarding the reactor low-low water level setpoint for initi.ation of the !!PCI and RCIC systems. The correct value of minus 40 is presented in the last paragraph of the Bases on page 89 in Appendix A of the Operating Licenses. The proposed change to page 249 corrects a typographical error on page 249 regarding the abbreviation for Operations and Safety Review Committee.

The proposed changes to page 173 and 174 delete obsolete notes regarding inerting makeup system requirements prior to the first Peach Bottom refueling outage.

The proposed changes to pages 219 and 220 delete reporting requirements regarding inoperable power supply equipment. Section 6.9.2 in Appendix A of the Operating Licenses establishes the reporting requirements for equipment i inoperability and is consistent with NUREG 0123, Standard Technical Specifications for General Electric Boiling Water Reactors (Revision of April 1, 1978).

The proposed changes to page 225, section 4.10.A.1 revise the language regarding the surveillance regairement for the reactor mode switch " Refuel" position interlocks. The revision would clearly identify applicability of this requirement f to the condition involving fuel handling over the reactor vessel, au was originally intended. The change would eliminate the ,

potential for misinterpretation that the specification also applies to fuel movements limited to the fuel storage pool area  !

r The proposed changes to paga 240f, Section 4.14.A.4.d would permit a change in.the station fire hose hydrostatic test preocute from 250 psig to a pressure at least 50 psig greater than t.he maximum pressure available at that hose station, but not l 1eus than 150 psig. This revision is in accordance with the '

Standard Technical Specification for General Electric Boiling Water Reactors (Revision of April 1, 1978) Section 4.7.7.6.C.2 that requires that "each of the fire hose stations shown in Table  !

3.7.7.6-1 shall be demonstrated OPERABLE at least once per three years by conducting a hose hydrostatic test at a pressure at least 50 psig greater than the maximum pressure available at that hose station." The minimum test pressure of 150 psig adds further conservatism and follows National Fire Protection Association Code 198 recommendations. The reduction in testing pressure will significantly reduce the potential for a serious accident and injury to personnel involved in the performance of the test.

The proposed changes to page 243, Section 6.2.2.a, would provide limited flexibility in the minimum shift crew  ;

composition requirement. The revision is in accordance with the  !

Standard Technical Specification for General Electric Boiling I Water Reactors (Revision of April 1, 1978) Table 6.2.2-1 and I would eliminate potential license violations resulting from unexpected absences or inability to carry out assigned duties, due to sudden illness or injury. '

Pursuant to 10 CFR 1170.22 " Schedule of Fees for Facility License Amendments", Philadelphia Electric Company proposes that this Application for ?.mendment be considered a i .

i elanu 1II Ainesidment for Unit 2 and a Class I for Unit 3, since the proposed changes are deemed not to involve a significant hazardu consideration.

The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed these proposed changes to the Technical Specifications, and have concluded that they do not involve an unreviewed safety question or a significant hazard consideration; and will not endanger the health and safety of the public.
