This letter confirms the verbal report of March 12, 1980 to Mr. F. T. Daniels in which we reported receipt of notification from American Warming and Ventilating, Inc. (AWV) of potential defects in components of HVAC control dampers supplied to the Zimmer Station by AWV.

American Warming and Ventilating, Inc. (AWV) has notified the NRC pursuant to 10CFR21, Section 21.21 of potential defects in components purchased by AWV from ITT General Controls of Glendale, California.

General Controls has informed AWV of the possibility that certain nomographs used in selecting the sizes of General Controls' AH90 series or NH90 series Hydramotor Electrohydraulic Actuators may be interpreted incorrectly. The forces that are derived from the chart represent the actual spring or hydraulic force only; i.e., the effects of friction or residual hydraulic forces are not included. The actuators can have about 100 lb. of friction and an additional 40 lb. of residual hydraulic pressure.

This means that there is a possibility that the General Controls AH90 series or NH90 series actuators supplied with AWV dampers will not meet the specified safety factor with respect to thrust delivered to the damper assembly.

l ITT General Controls has corki'.ted to supplying AWV,by April 1,1980, accurate data on the thrust developed by these actuators. AWV will then be in a position to identify those actuator assemblies which may be of specification and, with General Controls, will develop the proper corrective l procedure where necessary. -

I spring used in some Hydramotor Actuators supplied by General Controls. This matter has also been reported to the NRC by AWV pursuant to 10CFR21. It has been discovered that the spring was manufactured from an incorrect material.

It does not possess the designed strength and will, upon actuation of a stroke greater than 3 inches, take a permanent set. This results in a decreased force output of the actuator shaft.

ITT has advised AWV that the spring force output data is incomplete and further tests are being conducted. AWV will forward data as it is received.

AWV has identified one unit on the Zimmer Project, Damper IVQ10Y, as being affected by this defect . This damper is located in the primary

. containment purge system.

We shall keep you informed of our investigation of these matters as j further information is developed.

We trust that this letter will fulfill the requirements of 10CFR50.55(e) as an interim report.
