Dear Allan,
e Enclosed please find a draft of our report on "co,mercial operation." It is quite lengthy because it attenpts to memorialize all information we currently feel is relevant.
I am sure as the editorial process goes forward, a smaller, more focused draft will be produced.
In the meantime, I believe this draft will allow you to see where we have gone with the topics we discussed in our October 25 meeting.
In addition to preparing for our next meeting (and " cross examination"), perhap:; you could review this draft for any major problems which come to your attention.
i I would emphasize the DRAFT nature of this report.
It contains several issues which we are still investigating and will be subject to later up-dating.
For example, I have sraken with a number of people at the Vermont Public Service Board and have found my report of the torus shutdown order (page 142-143 of DRAFT REPORT) to be In addition, of course, there are many typos and places L
erroneous.

I would appreciate your comments as soon as possible.
In rough terms, we should be planning on a second meeting around the second full week in December (12/10 - 12/14).
