Dear Allan,
Enclosed you will find a second draft of our report on " Incentives to Commercial Operation.'
As we discussed in our telephone con-versation of last week, I believe it would be helpful if you would read through this and prepare a " cross examination" for us to be presented at a meeting here in Bethesda.
Because of delays in getting this report typed and copied, I am afraid this meeting will have to be sometime the week of December 17.
I would suggest a meeting on Thursday, the 20th, if that is compatible with your schedule. As our first meeting will involve this " cross examination" I imagine it would involve a full day.
You will probably note that the suggestions you made for chances in our first draft are not incorporated in the draft which is enclosed.
However, they are in the process of being included in a subsequent version.
If you have any questions or schedule conflicts, please contact me as soon as possible. Otherwise, I will plan on a meeting on December 20 at our offices here in Bethesda, 6935 Arlington Road.
