This procedure will delineate the training programs and drills to be conducted for both the on and off-site emergency organizations or individuals which will be conducted each calendar year.
2.0 OBJECTIVE The objective of conduction training programs and drills in relation to the Emergency Plan is to ensure that the plan will be effective

throughout the Tffetime of the Three Mile Island Nuclear Station.
Through conducting appropriate training programs and drills, a means of testing, evaluating and documenting the response of all on and off-site emergency organizations or individuals can be made and weak areas strenghten through corrective follow-up actions.
3.0 TRAINItiG PROGRAMS Training Programs will be conducted for both on and off-site organizations or individuals as outlined in this procedure.
The Supervisor of Training or his designate will be responsible'for the scheduling of all training programs, assigning of instructors and the maintaining of all training program documentation.
Lesson plans or outlines will be provided by the instructor for each program and will include periodic examinations or assignments.
The identification and correction of weak areas, as identified in each program, will be T

3.1 TRAINING PROGRAMS FOR ON-SITE EMERGENCY PERSONNEL

l Appropriate training programs will be conducted for the following on-site emergency job categories associated with their assignments:

Directors of the Plant Emergency Organization.
2.
Accident Assessment Personnel.
3.
Radiological Monitori~ng Team.
4.
Fire Brigade Team.
5.
Repair Party Team.
6.
First Aid Rescue Team.
7.
Operations Personnel.
8.
Corporate Division Support Personnel.

Training programs for these categories will be conducted on an (J

3.1.1 TRAINING PROGRAM FOR THE DIRECTORS OF THE PLANT EMERGENCY ORGANIZATION l.
Responsibility: The Emergency Director is responsible for both supervising and implementing'the Radiation Emergency Plan at the time of an emergency.

Responsibility: The Radiological Monitoring Team is responsible for performing on and off-site radiation h
surveys, supervising the decontamination of personnel and equipment, determining personnel exposure and providing monitoring services for all emergency repair and post-accident re-entry activities.

Radiological Monitoring Team: The Radiological Monitoring Team will include personnel from the following job classifications who have received the appropriate training:

Radiation / Chemistry Technicians b.
Auxilairy "A" Operators 3.
Program Instructor: The Supervisor of Radiation Protection or his designate will be responsible for conducting this program.

3.1.4 TRAINING PROGRAM FOR THE THREE MILE ISLAND FIRE BRIGADE TEAM 1.
Responsibility: The responsibility of the Fire Brigade Team is to respond, under the direction of the Station Shift Supervisor, to fire emergencies at Three Mile Island.
2.
Fire Brigade Team:
The Fire Brigade Team consists of five (5) shift employees and is made up of auxiliary operators and Rad / Chem Tech /Jrs, who have received the required training.
The team members are appointed by the Shift Supervisor for each shift.
3.
Program Instructor: The program is conducted by Med-Ed trained fire fighting i'astructors.
4.
Course Content: The training program will include, but will not be limited to the following items:

3.1.6 TRAINING PROGRAM FOR FIRST AID RESCUE TEAM 1.
Responsibility:
The First Aid Rescue Team will be responsible for rescuing injured personnel and providing initial first aid dur'ing a medical emergency.

First Aid Rescue Team: The First Aid Rescue Team will include personnel in the following job classifications

Course Content: Each member of the First Aid Rescue Team will receive the Standard Red Cross Multimedia First Aid Course. Satisfactt,:y completion of this course will certify them as a First Aid Rescue Team member for a pericd of 3 years.
Annually, a refresher course will be made available for the team members and will include a review of the Multimedia Course material and 1670.11, On-d Site Medical Emergency Procedure.

During an emergency, the plant security personnel are responsible for site protection, site secruity and personnel accountability tabulation.
2.
Security Personnel: The Supervisor of Plant Security and Security Sergeants will participate in this training program.
They in turn, will be responsible for training their security guards.
3.

3.2 GENERAL EMPLOYEE TRAINING PROGRAM 1.
_ Responsibility: TMI employees not having specific emergency duties must be familiar with the types of emergencies and the action or response required by them.
2.
General Employee: All TMI Staff Personnel, except the Operations Department, are required to attend the General Employee Training Program once per year.
3.3 TRAINING PROGRAM FOR THE GENERAL EMPLOYEE l
Annually 3 TMI employees at TMI who do not have specific emergency l
l responsibilites receive review training for Local, Site and General O
Emergency conditions. This review, which also includes the employees response to emergency alarms, is conducted in conjunction with the General Employee Training Program (GET) The Supervisor of Training or his designate is responsible for condu: ting this portion of the training program.
3.4 TRAINING PROGRAM FOR NEW EMPLOYEES OR VENDORS All newly hired TMI staff rrembers or vendors working at TMI, receive a Basic Health Physics Training Program which includes a review of the types of emergencies and the employees response to alarms.
The Supervisor or Training or his designate is responsible for the 1
administration of this program.
3.5 TRAINING PROGRAMS FOR OFF-SITE EMERGENCY PERSONNEL Annually, the off-site emergency organizations listed below will be O
invited to attend the emergency training program conducted at TMI.

The program will relate the importance of effective planning for emergency situations and the interface between the Three Mile Island Nuclear Station and the Civil Defense Organization.
The program will also include a review of the TMI Emergency Plan with specific emphasis on the Local, Site and General emergencies, the communications, and specific areas of responsibility.

TMI designed to review the responsibilities and interface of personnel from the hospital with the TMI emergency plans.
This program will include, but not limited to, instruction of the following topics:

To insure continual readiness in the event of a radiation or fire emergency, periodic drills will be conducted. The drills will provide a means of testing the adequacy of timing, the inplementing of procedures, the testing o'f emergency equipment and to ensure that the emergency organization personnel are familiary with their duties. Arrangements will be made to cor. duct the following drills with the Frequency indicated for each calendar year:

4.1 SITE OR GENERAL EMERGENCY DRILL PROCEDURE All members of the Staff must be familiary with their duties and responsibilities in relation to the Three Mile Island Er.'ergency Plan.
This procedure will provide a means whereby the olan can be exercised through conducting drills involving plant staff and off-site agencies.

The Supervisor of Training or his designate will be responsible i for the Administration and conduct of this drill.
.inal approval for satisfactory completion of the drill and follow-up actions will be made by the Station Superintendent or his designate.
4.1.2 Objective To provide a means of testing, evaluating and documenting the response of all on and off-site agen:ies during the conduct of this drill.
4.1.3 Precautions 1.
Before initiating the drill, the off-site agencies, listed in procedure 1670-14 will be notified and invited to participate in the drill.
The Supervisor of Radiation Protection / Chemistry or his designate will be respcnsible for notifying these off-site agencies.

2.
Any initiating announcement associated with an emergency exercise must be proceeded and followed by the words, "This is a Drill".
3.
During a simulated accident, any action to alter the actual plant operating conditions will be simulated, unless previously authorized by the Station Superintendent.
4.
An emergency drill may be terminated by the Sh'ft Supervisor / Foreman at any time operational conditions warrant such action.
4.1.4 PREREOUISITES
1.
Prior to conducting the drill, the Supervisor of Training will designate drill observers for each station listed on O

to carry out their responsibilities during the drill.-
Each drill observer will maintain a critique form (Enclosure #2).
After the completion of the drill, the observer will submit their forms. and comments to the Supervisor of Training for his evaluation and follow-up report to station management.
2.
Written approval for conducting the drill on the date designated by the Supervisor of Training must be obtained by the Station Superintendent or his designate (Enclosure #3).
4.1.5 PROCEDURE
1.
The Supervisor of Training or his designate selects a plausable simulated accident to exercise the Site of Q_
General Emergency condition.
He then prepares an accident scenario and submits it to a Shift Supervisor, and Unit Superintendent who will not be participating in the drill, for review and coment.
Upon completion of the review, necessary changes or corrections are made and the final draft is sent to the Station Superintendent or his designate for final approval.
2.
The Supervisor of Radiation Protection / Chemistry or his designate makes arrangements with all applicable off-site i
agencies for date, time and degree of participation.
3.
Prior to the commencement of the drill, the Supervisor of Training or his designate will brief all the drill observers on the scenario and their specific assignments.
During the drill, the observers will provide the sensory information t

Throughout the drill, they will record pertinent observations of individuals and group performances.
At the completion of the drill, the Supervisor of Training 4.

drill. participants and available station management to discuss the results of the drill. Any weak areas, deficiencies, or corrections which need to be made will be tasked to individuals or departments by the Supervisor of Training or his designate, (Enclosure #4).
5.
Satisfactory completion of the drill, task and follow-up actions will be approved by the Stat. ion Superintendent or IJ his destgnate.
(Enclosure #5).
6.
The evaluation of off-site agencies which participate in the drill, if applicable, will be included in the drill critique.
7.
Originals of all forms and final draft scenario will be retained in the Training Department files for two years.
8.
The Supervisor of Training will maintain a record of the Three Mile Island Personnel and outside agencies who participated in -he drill.
9.
Annually, the Supervisor of Radiation Protection /Chemisty or his designate will be responsible for reviewing and updating the Emergency Plan and Procedures.
The results of the drill critique or training programs will serve as J
the basis for updating or improving both the Emergency Plans and Procedt,res.

The Medical Emergency Drill will be held annually in accordance with Procedure 1670-11.

The purpose of this drill is to measure the effectiveness of L
both on-site and off-site personnel to respond to a medical emergency involving radiation exposure and in some cases contaminated injured personnel.

The Supervisor of Radiation Protection / Chemistry is responsible for the Administration and documentation of this drill.
4.3 FIRE BRIGADE DRILL 1.
Quarterly, the Shift Supervisor of Operations or his designate will conduct a fire brigade drill in accordance with the " Fire Protection Program Plan for TMI".

The purpose of this drH1 is to exercise the fire protection plan and procedures and to measure the effectiveness of the fire brigade team to respond to the emergency.

For each drill, the Shift Supervisor is responsible for the administration, drill scenario, documentation and any follow-(
up actions required as a result of this, drill.
4.
The Shift Supervisor is responsible for determining the time of the drill and thus the shift brigade which will participate in the drill.
5.
Following each drill, the Shift Supervisor will hold a critique with the participants of the drill.
The purpose of this critique will be to provide constructive criticism of the actions taken by the Fire Brigade and to provide a means of t
correcting any deficiency.

4.4 FIRE EMERGENCY DRILL WITH OFF-SITE FIRE DEPARTMENT
- 1. I Annually, in accordance wi'th the " Fire Protection Program for Three Mile Island", the Local Fire Companies will be invited to participate in a TMI Site Fire Emergency Drill.
The purpose of this drill is to exercise the Fire Protection Program Plan for Three Mile Island Nuclear Station and to measure the cffectiveness of both the on and off-site fire fighters to respond to a fire emergency condition.

The Supervisor-Safety-Generation or his designate is responsible for the drill administration, documentation, drill scenario, preparation of invitations to local fire companies and any follow-up actions required as a result of this drill.
3.
Following the drill, the Supervisor-Safety-Generation or his M
designate will conduct a critique of' the drill.
The purpose of the critique will be to provide constructive criticism of the action taken by the participants and to provide a means of correcting any deficiency.
4.5 REPAIR PARTY TEAM DRILL 1.
Annually, members of the Re ir Party Team wi'11 participate in a drill, The drill is designed to measure their effectiveness of the team to respond to emergency situations involving eruipment damage or malfunction in areas where radiation and/or contamination is present.

Resoonsibility The Supervisor of Radiation Protection / Chemistry in conjunction with the Supervisor of Maintenance is responsible for the conduct of this drill, preparation of the drill scenario, documentation and any necessary follow-up action.

The Supervisor of Radiation Prucection/ Chemistry in conjunction with the Supervisor of Maintenance will prepare a scenario which will outline a simulated accident involving damaged equipment in an area where radiation

They will select both the time and shift upon which the i

drill will take place.
c.
During the drill, they will observe the conduct of team and prepare a critique of the drill.
d.
Following the drlli, a critique will be held with the drill participants to discuss the effectiveness of their response.
Any weak areas or deficiencies will be corrected O

as determined by both the Supervisor of Radiation Protection /
Chemistry and the Supervisor of Maintenance.
e.
A final report indicating the satisfactory completion of the drill and corrective actions will be signed by both the Supervisor of Radiation Protection /Chemisty and the Supervisor of Maintenance or their designates and submitted to the Station Superintendent for his review.
